How can I create 9 inch high layers with cinder block?

I am building a patio with pavers. I am planning to create steps into my house with the wall blocks and caps that I am using. The wall blocks are 6 inches in height and the caps are 3 inches in height, totaling 9 inches. The problem is that I'm trying to create a "backbone" of steps out of cinder blocks, then I will adhere the block and caps to the cinder block. The only cinder blocks I can find are either 6 inches or 8 inches in height. How can I add another inch in height?
